How to New message in servicenow portal Banner

I have a requirement that we need to banner in servicenow portal message is ' "People are facing difficulties using  devices, the resolution team is currently on the issue, no ETA available” . How to add these could anyone please help me on this request .

You can use Announcement to display a banner in Service Portal. Go to Service Portal -> Announcements, in here you can create your own announcement to display in Service Portal.

Hello,

So yes we have an announcement module which you can use. just do the below:-

Go to Announcement from Navigation:-

Then you need to create a new record in Announcement:-

Now remember  in Type you have two option Widget and Banner. 

Banner refers to the top of the Portal:-

While widget will display the message in the announcement widget on portal as below:-
