How to Omit Watermarks on Publication Notifications?

How can we Omit Watermarks on Publication Notifications?

Each new Publication creates a new Notification. (see attachment)

Checking the "Omit watermark" on these Notification does not work:

Targeted Communications Send Email

Targeted Communications Publication

Checking the "Omit watermark" on newly created Notifications does not work either, because by the time it is created, the Notification has already been sent. 

Also, I am not seeing that Email Templates are inserting the watermark.

Any help would be greatly appreciated!

I thought Omit Watermark should work, may be log a Now Support case.
