How to populate Affected CI's in the Conflicts tab on a change request

Hello All,
I have a requirement in the change management, in a change request I need to populate Affected CI's in the conflicts tab/section.
What steps need to be followed to reproduce the issue? One CHG record was created for the application XXXX. One CHG record was created for the server (the server maps up to application XXXX). No Conflict was detected because one record listed the application and the other record only listed the server. The system is not looking at the server to application mapping. So, the conflicts are not being detected.
Describe the way it is supposed to work. : The system should be smart enough to know that if a change request listing a server is going to impact an application tied to that server; it should find the conflict off the other record.
Please suggest me what can be done to achieve this requirement, thanks in advance:)
