There is a report that comes with newer versions of ServiceNow called "Process User Report 365", it shows you who has fulfiller roles. If you are on an older version contact ServiceNow and they can send you a doc on how to create the report on our instance based on your contract.

Hi Troy,
We are trying to figure out what role is considered a fulfiller role. Is there a list somewhere? We pulled up the Process User Report 365 and it looks like the condition has no specific roles listed.

Below is an example of the conditions from the 365 report and any role listed here is not a fulfiller. An example of a fulfiller role would be the itil role or any custom role you create that allows someone or some group the ability to create, write, etc. Contact ServiceNow they will help you create the report and explain the differences.

I would recommend instead using the Subscription application that exists: Subscription Management
