Hi,
Did you check if there is any existing UI Policy or Client script for the item? If not, navigate to ServiceNow backend page and look for Service Catalog >> Catalog Definitions >>Maintain items & then search with name as 'Service Category Request'.
Once done scroll to the bottom & look for Catalog UI Policy or Catalog Client Script & also variable to see if it makes it mandatory.
