How can we restrict or deactivate the exporting of Dashboards or Reports?

I doubt you can remove it.
I believe there are some roles associated to it and if user has any of those role, they can export.
May be either of these. try removing role and see
1. itil
2. report_user
3. report_group
4. report_global
5. report_admin
6. admin

It is not associated with any roles. I created a fresh User with no roles. That user could still see the "Export to PDF" button/link.

you can’t. either user has access and by then can export, or the user do not have access.
