How to send critical notification to custom users from incident form

Hi everyone!
We have a requirement to send critical notification to users from custom field (eg. u_critical_users) on incident form. This critical notification should be similar to one being sent to on-call group user which is added as assignment group to the incident.
For this, I was digging into some OOB workflows for on-call, business rules, notifications, etc. but haven't found where critical notification content is configured or how notification recipients are set to on-call person. The flow that I was looking into is 'On-Call: Assign by Acknowledgement per Rota' which is called from 'On-Call: Assign by Acknowledgement'. I wanted to know if there's any way we can add users to these critical notifications as recipients.
Can anyone guide me on how to send critical notification to users from custom field on incident form. Thanks in advance!
