How to set the Major Incident State to proposed in the List action in workspace?

I have this List action for incident table

Once click on it it should create new incident record with major_incident_state=proposed.

But I am not able to set this value.

I can set short_description=test --> This is working but I am not able to set any dropdown field values using query.
