How to show popup message in icon link widget

Hi Team,

I am working on service portal I need to display popup message when I click on the GET HELP icon link widget

Their is requirement:

Clicking on Get Help should display a pop-up saying:-

"Use the search on the Home page and type in a keyword to perform a search for an appropriate service or for Critical issues please call the Enterprise Service Desk at 1-877-934-8442"


Please suggest me
