Sounds like you want to remove the workflow against the Catalogue Item itself, as suggested by Harish higher up. This would be a better approach than raising a new RITM then immediately cancelling an unwanted workflow.
Do you know what condition is causing this workflow to fire? That's probably your first place to look.
(note: the point of the WF is that the RITM is satisfied by someone, rather than the item is requested but nobody does anything about it.)
