How to trigger task that are for a post date ?

Hello everyone,
I have a Catalog that might have a task or action in future like 11 months from now .
How can we achieve it , I know scheduled job or workflow can create a task after 11 months depending on the date but whats the performance impact and is there a better alternatives to it ?

RITM (or any other closed records) shall not be ever reopened... and for RITMs it is even more complicated because of the stages and states applied on REQ-RITM-SCTASK.
It would be better to open a new follow-up RITM after 11 months... if you will be waiting for 11 months it will either kill your SLA numbers or it will be on hold for too long. (It can be "blocked" by creating a child SCTASK that would let the parent records still opened) but why?
What is the business justification for this 11 month? From my experience it will be complication with assignees and callers/requestors, their managers... people are dynamically leaving companies, moving across roles or departments, being on holidays etc.

why do you want to reopen the RITM? either keep it open OR send an email including the closed RITM number OR submit another appropriate request in the backend and close it.
