HTML Variable - Read-Only (without HTML Bar) in Service Portal

Alright folks - Been trying to figure this out for months on my own. Hope you can help here.
I am simply trying to get the HTML variable to follow the same read-only behavior in the Service Portal as it does outside of the portal. The HTML edit bar and extra spacing won't seem to go away.
In standard SN catalog (good):
In Service Portal (bad):
Note that we already follow these instructions, which are the only reason the standard view looks as clean as it does: https://hi.service-now.com/kb_view.do?sysparm_article=KB0596688

I have tried this. But didnt work. I tried everythihg ACL, UI policy. But nothing seems to work. It seems to be a ServiceNow Product bug.
So ultimately I had to save this in a variable in the server script and display it separately on the top.

I am struggling with this as well with a similar requirement for conditional terms and conditions within a catalog item.
Did anyone find a solution that suppresses the edit bar completely?

Create a small widget that displays the html text and then add that to the catalog item as a macro. If the text is the same always you only need to create the html in the widget.
