I am trying to create a search condition for a Report

Please see enclosed picture with numbered references as per below.

(1.) The attributes Rejected, Qualified and Screening in the drop down list does not appear. The list is neither sorted in alphabetical order.

(2.) The state 'Approved' still turns up in the list once I have set it as 'is not one of'.

3) and in the report Demand states not available states are Screening , qualified , approved, deferred these state not showing with in the parent. Please find the screen shot 

Please help how can i get demand states in the report?
