I have a requirement, When any agent logins to the service now , can get an alert for p1 instance

I have a requirement, When any agent logins to the service now instance (backend) , can get an alert for p1 Incident newly created in entire instance for all the groups, after clicking that alert he can get enter into service now instance.

 

Can any any one help me how to do this requirement.
