In the first record query step, I need to put two conditions where the field of first condition is from parent table and the second condition field is from the child table.
For eg:- state is true(state is from parent table), y is false(y is from child table).

Can you please suggest me how to achieve this in record query step ?

You could use my other way.

That will be more simpler.

Use 

Apply filter on List.

Select "Related List"

Select your related list.

Apply filter like number, name etc.

Use open existing record to the filter.

Done!
