Idea Portal Setup

I am trying to set up the Idea Portal.

In the portal - 

I can access as admin, but when I impersonate users I get the error message - 'Missing module id / Invalid module id!'

In the instance - 

I can see and create ideas within the instance as the impersonated user.

Any ideas?

In im_module table, it shows module as internal, active is true and table name is idea. Looks fine there so not sure how to solve
