ideas to build an anonymous company suggestion box

Would using a Service Catalog be a good choice to build an anonymous company suggestion box?

Just need a rich text field and maybe a file attachment is all that has been requested

can you provide more details? What do you mean by "an anonymous company suggestion box"??

If you want to collect data and based on the input create something else, then record producer (on the core_company table) would be great way.

I might misunderstand your requirement but Service Catalog seems too wide.

You can imagine Service Portal as a library house, service catalog as genres and catalog items the respective books. So you might be referring to a single book and it depends on what genre it is and where you would like to place it, depending on who will be your reader...
