A user must have the 'security_admin' role to create, modify, or delete ACLs. Description for that role is:
Grant modification access to High Security Settings, allow user to modify the Access Control List

Hi @DrendaM,
ACL update required "security_admin" role, if developer don't have that role then connect with administrator who has that role and update the ACL.

without security_admin role developer cannot edit anything or create anything in ACL table
