If two UI policies has same order, then it is random, can't predict which one runs first.

In my PDI (Utah version), I have 2 UI Policy A and B with a same order. And A run first after that B run.
But after upgrade to Washington version, B run first after that A run.
I know that two UI policies has same order, then it is random, can't predict which one runs first.
Is there any KB or Document of ServiceNow mention this about changing version will also change the way it random.
