In Mobile application Quick links are appearing at the bottom

I have a requirement to move the quick links section after home page search, I tried changing the order of quick links an given lowest order but still quick links is appearing at the bottom only, Is there anyway to move quick links on top of My Active items ? or is it a limitation?
I am able to reorder sub items within quick links by using order but facing issue with moving quick links to Top

Thanks for sharing but I am facing the issue in Now Mobile application, and the issue is entire Quick links section need to be kept at the top of the screen means below search header and rest of the components will be below Quick links, but upon adjusting the order as well quick links are not getting moved to above. you can see in attached screenshot.
