- There must be some create ACL which is blocking that user to see the New button on list.

@Sirri If you are a non admin user it might be a possibility that you do not have the correct role to create a record on the problem table (create ACL on the problem table might be failing for the current user). However, if you are an admin user and still can't see the new button then you should check the following.
