In reference to KB1434864 about User criteria for Service Portal

The article says that -
"When the system property is set to true, any existing roles defined for a page, widget, or search source are automatically converted into user criteria records".
But I don't see that happening. I have tried implementing in PDI. As soon as I uncheck the property, the roles are removed and no User Criteria is created.
Any idea how I can retain the roles to use User Criteria after setting property to false?
To add more details:
When we check this property checked, we see roles in form view for Pages and Widgets records.
And when we uncheck the checkbox, the Roles in Form view vanishes, and there are two tabs added in related lists, which are 'Can View', and 'Cannot View'.
When I uncheck, the roles that I have added in form view vanishes.
But, according to the article it says that the roles get converted to User Criteria, which I do not see happening
