In which scope we need to create Record producer and HR service while implementing lifecycle events

Hi All,

I'm implementing a new lifecycle event in HRSD for that I need to create one Record producer and HR service.

Now I have this doubt in which scope we need to create them?

Lifecycle Events in Human Resources: Life Cycle Events(obvious)

Record producer and HR service in Human resources:core OR Human resources: Life cycle events?

In which scope I need to create, Please clarify.

Currently I have created Record Producer and HR service in Human resources:core application and I'm facing some issues in user criteria, Is it because of scope?

Best practice would be to use the HR Service Portal scope for the record producers.
