Inactivate the attachment icon once the change is inactive

Hello,

 

I have to Create a UI policy to hide the attachment icon on change requests if user is not CMO and state is Not New.  Here is what I have done, but I am not sure what to do from here.  Can you explain in simple terms?  Thanks!
