@jyoti kamthe Can you brief me a bit more about the requirement? Why do you want to apply an inactive ACL that too using a client-callable script include?

Hope this helps!

Go to System Definition > Script Includes > Open the Particular Record.

2. Click on three line Icon >  Configure > Security Rules.

3. List of records will open.

4. In the Type Field You will get   client_callable_script_include, Do Show Matching, Make all inactive.
