I would like to help for the following:

If a incident is closed and someone replies to a closed incident I would like to a get new incident created also would need a notification which should be sent to the user informing why a new ticket is getting created and why the old ticket cannot be used as its in closed state. 

Would like to know if any specific scripts available or any suggestions so the above things can be implemented and brought into PRODUCTION.
