INSERT button on form top right not visible in prod

"INSERT" button in kb article on top right corner of the form is not visible even for admins also in prod but it is visible in dev instance . EVen in dev instance i try to see in UI actions with table name kb_knowledge and name insert i could not able to get that record. And even i try to open one KB article just to see the field availability in slush bucket and clicked configure form layout i could not able to see but in dev some how it is visible.

@sinu2 exactly! That is because there shouldn't be any. If you had it there it was customisation and it means specific just and only to that environment...
