Is there a way to assign the previous state after a business rule runs?

Whenever I add a new comment, it is taking the state back to the state of value 1 and I can't seem to find the rule or policy that is doing this. 

Can anyone suggest a script that can reassign the state to the previous state of the ticket?|

Enable script debugger on the form and check which scripts are executing.
