Issue Auto Resolution for HR is not working properly

Hi,
I have configured the Issue Auto resolution for HR case COE. But after submitting the record producer, IAR is not giving the recommendations via Virtual Agent. IAR for HR assigning the Case to HR Bot, but further it is not giving any recommendations. I have attached the configuration settings. Please help me.
