Issue in creating more than 2 Compliance Case Types

Hi Everyone,
I am currently facing an issue with creating more than 2 compliance case types.
I have two instances, in one of my instance I am able to create multiple case types with no error, but in another instance, it throws an error as:
I checked for the configurations and found out that there is an OOB Business rules which validates the number of Active case types and prevents the user from creating new Case types. But both the instances are having the same OOB Business rule running.
Has anyone faced this kind of issue?

which OOTB business rule is blocking the insert?
Did you check in the other instance is someone commented that logic or deactivated and hence it's allowing you to create?

Hi @Ankur Bawiskar , Thanks for your response.
The OOTB Business rule's name is "Validate activate case type".
Yes I did check, this OOTB business rule is read only based on protection policy, and both the instances have the same code.
