Issue with Knowledge Article

I have 2 UC Employee EN and Employee NB.

  1. Articles with English language has Employee EN added to Can Read
  2. Articles with Norwegian language has Employee NB added to Can Read
  3. There is a BR which will add and remove UC based on the language preference.

The issue is, when I login as Norwegian User, I can read only Norwegian articles. However, when I log in as English user, I can read both Norwegian and English. Any suggestions why this is happening and how to debug this issue?

 

Note: When I change the language, I can see that the user is automatically added to the correct group to get the UC assigned to him and removed from the other group.
