Hi All,
While implementing new change state model from old,facing an issue with standard change..as in old state model when standard change creates ,state is in draft but in new change model its move to scheduled directly while creating new standard change..
Is there any way where we can change and when we will create an standard change it should remain at draft state instead moving to scheduled state directly

yes, Indeed.
Servicenow OOB provide this functionality and they did mentioned in the ServiceNow Docs Website that there is a BR which helps in state transition ,please refer to below screenshot.
