Can anyone explain the difference between a fullfiller & Unrestricted User* please.
I'd like to know the major difference.

Hi,
Any user with itil role or has create/update access to task table or any extended table from the task is known as fulfiller.

Fulfillers are individuals who have a role that allows them to work on records. The OOB 'itil' role is a typical Fulfiller role. There is normally a licensing fee associated with this role and is always greater than approver roles.
Unrestricted User :For certain applications, ServiceNow offers a simplified user licensing model that has no restrictions on role assignment. The
number of users allowed to be designated as “active” is determined by the number of Unrestricted User licenses purchased.
Although Unrestricted User is a simplified model, you need proactive user administration to stay in compliance.
