java.net.ConnectException: Connection refused

Hi,

Scripted web services were working properly,but suddently today when I am trying to pull data using a SOAP message in the same service now instance,I am shown this error
java.net.ConnectException: Connection refused

What does this mean why is no service listening ?

Do you have access to other web services in your instance, or are you seeing the problem with just that one?
