Jira Webhook permissions

Hi, I've created a Jira Webhook set up successfully, but I've run into a permission problem.

The Flow created in Flow Designer runs as Guest and so doesn't have the permissions to update the records I want it to. I've tried adding Roles, and tried setting the flow to "Run As", "System User". still it runs as Guest.

I've read that this is normal behaviour for Inbound Email flows (linked below). I've tried the workarounds they suggested above, but that didn't work.

Any ideas?
