Knowledge article content not visible after Washington DC upgrade

Recently our instance got upgraded to Washington DC and after that few of the users not able to see the content of the knowledge article. The article got created and Published by those users and they are not able to see the content of that article. Please someone help to resolve this issue.

 

I have already checked the ACL, BR and UI policy for this and nothing restricted or got changed recently.

I downloaded the missing ACLs from our UTAH version.  If you have the Washington Patch 1 version (like the Personal Developer Instance) you can still find it there. 

 

If you still have an instance on the previous version, you will find that kb_knowledge has 63 records while Washington Patch 2a has 61 records. The discrepancy was on the read operation. It was missing the kb_knowledge.* and kb_knowledge_base.* ACLs.

 

These were the missing ones (sys_id):

We had the same problem when we installed Hot Fix 2a.   This version is missing two ACLs for table kb_knowledge, operation = read.   When you upload those ACLs, this will fix the issue.  We will still raise a Support ticket to understand if this was intended.
