Knowledge Article is showing 'Security constraints prevent access to requested page'

Hello all,

I am attempting to test a knowledge article publication that users can download a PDF for a user guide.  I have displayed the knowledge article in a hyperlink but upon opening the form in a incognito window, I am met with the message 'Security constraints prevent access to requested page' I checked the 'can read' tab that the article is associated with, and 'Public' is already selected as an option.  

Is there any suggestions on where I need to look to give access? Thank you everyone.

This message is about your page or portal, not about your article.

Notice that probably the users cant see the page, for the all articles you to try.

If the users are external, you must guarantee the portal/page is public.

The 1st screen shot say that user try to access the native view or portal where user has no access. Dont worry it is not error on KB, it is error on native / portal side which is normal if user dont have correct roles/ privileges.
