Knowledge table records are not getting updated even when workflow fields value changes to outdated

Hi Experts,
I really really need your help.
My requirement is to send the data in payload with whenever any update is happening in a knowledge article record.
I am facing two queries when doing this :
1. When a new version is created and published for an article then the last version's workflow changes to outdated , but that occurrence is not actually updating the record , but i need to send the data when article is changing to outdated so that other side can discard the same.
As record is not getting updated , my BR trigger condition which is after update is not meeting.
Really any insight ,workaround would be helpful please.
2. When a Kb article is published ,we can see that the workflow changes to published and the version changes to the next whole number , but when my BR is triggering it is sending the past version only , i found one BR which i believe is doing the versioning , so i tried to run my BR after that so i changed my order to 1010 , cause that BR's order is 1000 , but my BR just stopped triggering after that.
Any help, insights , suggestions ,workaround would be helpful.

what are the conditions of your BR, anything after update (workflow changes from published to outdated) should work.
did you try adding logs?

By default the system is supposed to set the previous version workflow_state to outdated when a new one is published, but sometimes due to timing, versioning history or plugin/config differences that update doesn’t execute, so the workflow_state stays unchanged....
