Language Picker missing

Hello all,
with the update to Utah we also activated the Next UI Experience. 
But we are facing some issues. For example, the language picker (Preferences - Display) is missing in our prod instance.
On our stage instance (both same version / Patch 3) everything is fine.

Both screenshots are from the same user. (non admin)

On the prod instance, i can only see the language picker when I use my admin account.

Hi @Maki ,

Sets the language used for your instance when you have access to more than one language. This preference displays only if the language plugin is installed. For more information on language plugins, see Activate a language.

thanks for your reply. Plugin is installed. When I login with my admin account, I can switch the language. 

On our second instance (cloned from prod) I can also switch the language with my non-admin account.

But why only admin can see the language picker on the prod instance?
Before Next UI, every user could see this and should be able to see it. (like on the stage instance)
