license compliance and role assignment timing

I recently discovered the feature for temporary role assignment in ServiceNow, and I am currently evaluating its feasibility for our organization. However, I have a concern regarding license management.
If we implement a mechanism to grant roles temporarily, I am concerned about the risk of exceeding our licensed seat counts.
Specifically, I would like to clarify:
Billing Impact: If the number of assigned roles momentarily exceeds our license entitlement, will this trigger automatic additional charges or penalties?
Monitoring Mechanism: How does ServiceNow monitor and count active roles for licensing purposes? Is it a real-time count, or is it based on a periodic snapshot?
Judgment: At what point in time does ServiceNow evaluate the license usage?
Of course, we are committed to adhering to our license policy, but I want to fully understand the technical behavior of the platform to ensure we remain compliant.
Any insights on how you manage these risks would be greatly appreciated!

For license related any query , reach out to your ServiceNow Account Executive. He/She will clarify your query against selected license model for your Client.
As per my knowledge , ServiceNow assesses License compliance periodically. They immediately not apply automatic financial penalties or instant system lockouts if license count is crossed the count.
Also from project team , always someone is there who checks the latest status of procurement, license used for the project. Takes necessary steps if count is cross the line and showing as Red in Subscription management Dashboard.
