Licenses in ServicenNow-- Floating and Named User

Hi Experts,
I have a question on Licenses.
If I have 70 Fulfiller License for my Instance. Does that means that only 70 Users can only Use this at a given point of time. Suppose if I give ITIL Roles to 80 Users, will it be an issue if all are not logged in at the same time.
I think in other tools we have a concept of floating users where more than 70 Users (with floating licenses) should not be logged in at the same time.
Please throw a light on this.

ServiceNow license are named user license.
If you have 70 and you have allocated 80 then you are non compliant due to use of 10 extra license.

Hi Sachin,
Thanks for the information. However, I checked my instance and found that all I have already provided ITIL Role to 70 Users. But still when I provide ITIL Role to the 71st User. It works for him. He is able to access the modules which only ITIL User can acess.
Does that means it is using floating licenses concept.

ServiceNow does not use floating licenses.
It essentially uses 'named', but allows you to over-allocate.
When ServiceNow audit your system, you will have to pay the difference.
Talk to your license manager for clarification.
