Hello,
Older post, but I ran into this issue and I hope my solution may help assist anyone in a similar situation.
The Link element on a request item is rendered based on the "Primary field to display" value on the Request Filter record. If the specified field does not contain a value on the request record, the like will not show.
This can be found by searching the following in your filter navigator,
1. Service Catalog -> Catalog Administration -> My Request Filter[request_filter]
2. Locate record that is relevant to your broken request item
3. On the record form, look at the "Primary field to display" field,
If this value is empty on the record in the list, the link will not populate. If you are debugging and unsure if this is a solution, try temporarily changing the value to a field that is guaranteed to be populated, like Sys ID and retest the page.
