List Action - Apply action to ALL records in related list, not just selected

Have a requirement when a user is selecting 'all' items in a related list, the action will apply to all records in the list, not just the selected rows. 

The only solution i can think of is a UI action on the parent. 

Is there a better solution to achieve this?
