yes it will have performance impact as it's a huge table and daily the table can cross lakhs of records
Please discuss this with your customer and technical team and I won't recommend using this table for reporting.

A user who has access to ServiceNow and logs in—while we can retrieve that information—what they do after logging in is more difficult to track. It might just be opening a record or it could involve accessing a table. However, you can get the details of what roles the user has related to IRM. After that, you can determine if they accessed the IRM table or not.

Thank you @Dr Atul G- LNG for the response. I had the list of users who logged into the system and have IRM license but how to determine whether they logged into the IRM tables or not.

As I mentioned, it's tough to find because a user could be an end user for ITIL, an IRM user, or something else. So, you can't easily determine what they specifically did based on that alone.
