Local User ID create in ServiceNow Instance, But unable to login

I created a ServiceNow User locally, then set the(generate) password and saved it.
But still, the user is unable to log in to SN( I tried impersonating also). Any leads, please help

I created a new user in my PDI, and set the password too and now I can login into PDI with the new user only. If required let's connect 1-1 to solve the issue.
