UI Policy = Client Side. Flow Designer is not. So that's already a huge difference.

Just wondering, what is actually the reason that you are asking for Flow Designer? While you would do things like this usually through UI Policy or Client Script (Client Side), or through Business Rule or even Access Control (Server Side). Or sometimes a combination using UI Action.
