Make the Fields on HR case mandatory

I have two field Business Unit and Sector which are created on "sn_hr_core_case" table. The fields have been added to the UI policy "Hide HR service fields and related lists" and added under the Service Table fields of HR service to make both the fields visible for HR cases for those HR services. There are nearly 36 HR services where the fields are visible for the HR cases. I have a requirement to make the fields mandatory for the HR cases created for 4 services among the 36 HR services. I wrote an UI policy on "sn_hr_core_case" to make the fields mandatory on loading of the HR cases created under those HR services but it is not working. Please suggest what can be the next steps to make the fields Business Unit and Sector fields mandatory for the HR cases created under the 4 HR services out of 36 HR services where these fields are visible.
