Make User Experience Analytics Mandatory

In flatform, i want modify User Experience Analytics Modal texts for customers.

I changed texts, but i do not know how to make that mandatory to agree.

Can i change that modal to mandatory?

That depends on the Country location of the user , but still you can modify from 

All > User Experience Analytics > Consent Policies

there is no way to make mandatory in Consent Policies. But thanks for help.
