How would you create a metric definition for a change that takes place outside its planned schedule?

1 - When a change is planned, a planned schedule start and end date/time is set. If the change is performed outside of the agreed schedule, we need to report on the CHG number and the start/end date/time the release was actually performed.
Bonus points if you can calculate the duration between the proposed end time and the actual start time.
Atul: You can get this list of report , by creating report on change, where Actual Start date is less than the Plan end date and for calculation , PA is right way or do in excel.

Is it also possible to do the above with a scripted metric definition? If so, any idea how this can be achieved?
