Metric in Scoped app

I have a requirement to create metric definition in my scoped app. When I tried to create one, under 'Table' I am only getting tables which are under my app only. Is there any way to select task tables such as incident to create a definition on it under scoped app?

Also, for alternative way, will I be able to access metric definition created under Global scope inside my app scope? Is there any security restriction or servicenow recommendation?

Thankyou for response. I followed your solution suggestion but couldn't add the attribute as it is throwing below error.

" The attribute 'allow_public' cannot be added to a system Dictionary Entry record unless maint"
